| Last chance to register for the 18th Annual Texas Environmental Superconference! Registration closes July 28th and is only online. Click here to register. A special, previously unadvertised bonus is a live performance by Pat MacDonald (pictured, right) of this year’s Superconference theme song, “The Future’s So Bright, I Gotta Wear Shades.” Pat MacDonald was the lead singer and song writer of (the now defunct) Timbuk3 that recorded this huge 80’s hit. Attend the ENRLS Annual Meeting!
The ENRLS annual meeting will be held August 4th at noon in the Austin Four Seasons hotel. The spotlight will be on the Section’s internship program. Several of the interns will discuss their experiences working at these three Texas agencies: Texas Commission on Environmental Quality, the Office of the Attorney General - Natural Resources Division, and the Railroad Commission.
The annual meeting is scheduled in conjunction with the Texas Environmental Superconference each year. A vote will be taken on the New ENRLS officers and executive committee members. The Four Seasons hotel is located at 98 San Jacinto Blvd. |

The ENRLS Awards Buck J. Wynne Memorial Scholarships
Each year the ENRLS awards a $500 scholarship to the student that makes the highest grade in the introductory environmental law course at the State's law schools. Wynne, who served not only as a Commisioner on the Texas Water Commission (a predecessor to the TCEQ), but also the Regional Administrator at U.S. EPA Region 6. More about Buck Wynne>> |

Changes in the Environment

During the 2004 “Reality TV” Superconference, corporate attorney Eric Groten agreed to undergo an Extreme Makeover, and turned into an environmental activist bent on saving the grackles. |

Eric Groten (left) has joined the administrative and environmental section of Vinson & Elkins, L.L.P., in Austin, as a partner. The firm is also pleased to announce the addition of three associates in the firm’s administrative and environmental law section. Gabrielle Sitomer will office in Houston, and Patrick Lee and Nikki Adame Winningham have joined the firm’s Austin office.
Anne Rowland, attorney with the Texas Commission on Environmental Quality has transferred from the Office of Public Interest Counsel to the Office of the General Counsel. Read More >> |

Texas Supreme Court
City of Marshall v. City of Uncertain, Case No. 03-1111 (Tex. 2006)
The Texas Supreme Court held that water right permit amendments requesting only a change in use might require a full or partial evidentiary hearing if it could not be determined from the face of the application that no other water rights holders or the on-stream environment were affected beyond or irrespective of the full use assumption. The Court remanded the case to the Commission for a factual determination consistent with its decision. The City of Marshall has filed a motion for rehearing. Read More >>
